Fire Service Licence

Fire Service Licence

In Bangladesh, obtaining a fire license is a mandatory requirement for all factories and certain establishments to ensure compliance with fire safety regulations as stipulated by the Fire Prevention and Fire Fighting Act, 2003. The Fire Service and Civil Defence (FSCD) department is the authority responsible for issuing this license. The process involves several steps and the submission of specific documents.

Steps to Obtain a Fire License:

  1. Collect the Application Form:

    • Obtain the prescribed application form from the Dhaka Head Office of the Fire Service and Civil Defence (FSCD).
  2. Complete the Application Form:

    • Accurately fill in the application form with all required details.
    • For garment factories, an additional form titled "Information: Garments Factory" may be required.
  3. Prepare Supporting Documents:

    • Gather the necessary documents, which typically include:
      • A copy of the Trade License.
      • Certificate of Incorporation and Memorandum of Association.
      • Layout plan of the establishment authorized by RAJUK or the relevant City Corporation.
      • Yearly Valuation Certificate from the City Corporation or Municipality's zonal office.
      • Deed of Agreement and rent receipt (if applicable).
      • No Objection Certificate (NOC) from the local representative (if required).
      • Clearance certificate from the FSCD office.
      • Treasury Challan or Demand Note as proof of fee payment.
      • Tax Identification Number (TIN) certificate.
      • Additional forms for specific industries, such as garments factories.
  4. Submit the Application:

    • Submit the completed application form along with all supporting documents to the FSCD office.
  5. Inspection by FSCD:

    • An FSCD inspector will visit the establishment to assess fire safety measures, including:
      • Availability of fire-fighting equipment.
      • Presence of at least two exit staircases.
      • Accessibility for fire brigade vehicles.
      • Adequate space for loading and unloading goods.
  6. Payment of Fees:

    • After the inspection, a Demand Note specifying the required fees will be issued.
    • Pay the prescribed fees at the designated bank and obtain the receipt.
  7. Re-Inspection (if necessary):

    • If any deficiencies are noted during the initial inspection, address them accordingly.
    • A re-inspection may be conducted to ensure compliance.
  8. Issuance of Fire License:

    • Once all requirements are satisfactorily met, the FSCD will issue the fire license.

Processing Time:

  • The entire process typically takes between 30 to 60 working days, depending on the completeness of the application and compliance with safety standards.

Validity and Renewal:

  • The fire license is generally valid for one year and must be renewed annually.
  • Renewal involves submitting the necessary documents and paying the requisite fees to the FSCD.

Important Considerations:

  • Ensure that all fire safety equipment is properly installed and maintained.
  • Conduct regular fire drills and training for employees.
  • Keep all documentation up to date to facilitate smooth renewals.

Adhering to these steps and maintaining compliance with fire safety regulations is crucial for the safety of occupants and the legality of your establishment's operations in Bangladesh.
